Principles and Framework for Peace in Palestine and the Middle East

Whereas the ongoing war requires an immediate cessation, and all the peoples of Palestine, Israel, and the Middle East are equally entitled to freedom, human rights, and peace;

Whereas only an immediate ceasefire alongside good faith to a real and credible political perspective with clear guarantees on both sides is the only recourse to end this conflict by peaceful means;

Recalling the Two-State solution in accordance with international law, international humanitarian law, relevant UN resolutions, and the Arab Peace Initiative of 2002;

Supporting the international community’s efforts to end this conflict, protect innocent civilians, prevent the escalation of the conflict in a time of high global tension, and facilitate agreements that promote international stability and a peaceful resolution;

Therefore, in order to uphold these principles, to end the prolonged occupation of the Palestinian Territories, and to resolve the conflict between Israelis and Palestinians, we endeavor to work under this framework for Sustainable Peace in Palestine and the Middle East:

  1. An immediate ceasefire should be reached, with the exchange of hostages and prisoners, and an end to all crimes committed against innocent people.
  2. International aid should flow freely and unimpeded into Gaza, alongside the reconnection of water and electricity supplies.
  3. The UN General Assembly Resolution of 18th September 2024 rightly calls for an end to the Israeli occupation of the Palestinian Territories since 1967, based on the advisory opinion of the International Court of Justice.
  4. We reiterate the importance of the full and speedy implementation of relevant UN resolutions, namely 242, 338, and 2334, which call for Israeli withdrawal from the territories occupied in the 1967 war.
  5. Implementation modalities and mechanisms are to be discussed at an international conference to be hosted by the UN, with the presence of both Israeli and Palestinian representatives.
  6. We welcome the Palestinian Authority’s commitment to undertaking reforms and fully support Palestine’s call for general elections, including in East Jerusalem.
  7. Both sides must agree to refrain from any unilateral acts, including settlement construction, incursions into towns, illegal deductions of funds, and incitement. Parties failing to adhere to these principles should face international sanctions.
  8. To ensure the progress of these measures, the UN Secretary-General should appoint a peace envoy to monitor and ensure that these principles are respected and implemented within the proposed timetable.
